A Japanese named Takeji Hamada is desirous to start fishery in the high sea along the coast from Hong Kong

to French Indo-China, making this port as the basis of his business, as is given in the paper attached herewith. The said Japanese has already brought two boats to this Harbour to start fishery as an experimental and partial work of his

enterprise.

In connection with the above, I have the honour to request that you will be good enough to inform me whether the business in question will be allowed by your Government or not.

For your information, I beg leave to add that, at

present, there is no Japanese engaged in fishery making this

port as a basis. Inspite of the permission kindly granted by

your note of the 25th August, 1926, and of the 10th August, last, respectively, Hayashi-Kane & Co., have ceased their fishery early in this year chiefly on account of the defects in management, and Mr. Kitayama is still unable to start fishery on account of the delay in building the boats needed. Such being the case, I shall be highly obliged to you if you will be able to see the way to give permission at your earliest

convenience.
